Replaced front brake pads and rotors. Pads were almost new but since the rotors were used with pads which were almost worn thru, I think the e even brake pressure was due to bad rotors. New pads and rotors were z23 ceramic pad and slotted rotors from Power Stop

Replaced original front brake pads with Akebono Ultra Premium pads. The rotors were replaced at around 50k miles. Surging is gone. Original pads were nearing the end of their life.

Changed coolant using about 6.5 qts of OEM Toyota super long life premixed coolant. Drained radiator and rear block. Purged air using valve at top of engine near oil fill.

Replaced front rotor due to vibration during hard braking. Durago BR900340-02 purchased on RockAuto.com. Did not replace pads which had a lot of life remaining. Bought Akebono pads but will wait until 60,000 miles or so to replace.
